Jeffrey Singer

Biographical Info Jeffrey C. Singer, PhD, is a psychologist in private practice as an Associate at Morris Psychological Group, in Parsippany, where he maintains an active forensic and clinical practice. He is a Past President of the New Jersey Psychological Association (NJPA), which has over 1,600 members. Dr. Singer’s clinical approach is broadly informed with the goal of meeting each referral’s unique needs. Dr. Singer has been treating sex offenders since 1995 and has extensive experience in evaluating sex offenders, having conducted approximately 1,300 reports. He regularly testifies as an expert witness in sex offender related matters. These complex issues include child pornography cases, community notification tiering, and involuntary civil commitment proceedings under “sexually violent predator” statutes at both the Federal and State court levels. Since 2000, Dr. Singer has appeared in court as an expert witness for the State as well as for the Respondent in approximately 270 cases. Dr. Singer’s other forensic activities include conducting Psychological Evaluations addressing questions such as emotional impact of medical malpractice, sexual harassment and workplace discrimination, personal injury, fitness to parent, diminished capacity, pretrial intervention program, competency to stand trial, criminal responsibility, and juvenile wavier. Aside from being a Past President of NJPA (2014) and a Past President of Essex-Union County Association of Psychologists (2008), he belongs to nine other professional organizations and is a Fellow of the Association for the Treatment of Sexual Abusers (ATSA) as well as the Society for the Exploration of Psychotherapy Integration (SEPI). Dr. Singer was also an Adjunct Instructor at Fairleigh Dickenson University School of Psychology in Teaneck, NJ, where he has taught graduate level courses in forensic ethics and abnormal psychology. He is the first author of two book chapters, Further support for a convergent approach to sex offender risk assessment, from The Wiley-Blackwell handbook on the assessment, treatment and theories of sexual offending: Volume 2. Assessment (2016) and A Convergent Approach to Sex Offender Risk Assessment, in Legal and ethical aspects of sex offender treatment and management (2013). Dr. Singer has also been on the editorial boards of Open Access Journal of Forensic Psychology and Sexual Abuse in Australia and New Zealand: An Interdisciplinary Journal (SAANZ). Dr. Singer was acknowledged for “thoughtful and detailed comments,” regarding the original SVR-20, a structured guide to assess risk for sexual reoffence, “in practice, training, or supervision and research,” on page IX (9) of the new SVR-20 V2 (2018) manual. In June of 2015, he was the Jewish Family Service and Children’s Center of Clifton-Passaic “Volunteer of the Year.” Dr. Singer has received two “Certificates of Recognition” from the New York State Psychological Association - Forensics Division. Dr. Singer has made presentations to such groups as the New Jersey Chapter of the Association of Family and Conciliation Courts (NJ-AFCC), the Federal Public Defender of North Carolina, the office of the public defenders in Wisconsin and New York, the New Jersey Chapter of the Association for the Treatment of Sexual Abusers, the Latino Psychological Association of New Jersey, American College of Forensic Psychology, Jewish Family Service of MetroWest, International Network of Orthodox Mental Health Professionals (NEFESH), the American Friends Service Committee (AFSC) Immigrants Rights Detention Program, American Society of Criminology, and to the forensic committees of NJPA as well as the New York State Psychological Association.
